Designing a wordpress site?

Hi there -I'm new to web design and have built a self-hosted wordpress site before. I just did it directly online. Is there a good page which shows how to do this on my computer, i.e. it's hosted on my computer for just me to work on until I copy the sql database and files onto a web server? What's the best software for this? Thanks
